History

Though all villages of the State of Haryana were electrified, but still there are few hamlets (dhanies) in the hilly shivalik belt of Distt. Panchkula, which are still un-electrified. The electrification with the conventional grid electricity is not economically feasible due to hilly terrain and less no. of houses in each hamlet.

Ministry of Non-conventional Energy Sources, Govt. of India has launched a scheme for electrification of un-electrified hamlets/villages with renewable energy technologies for which Ministry is providing central financial assistance at 90% of the benchmark cost fixed by the Ministry. The remaining cost is to be borne by the concerned nodal agency/village panchayats. As per MNES guidelines, only those hamlets/villages are to be electrified under this project which are not to be electrified with the conventional grid electricity by 2012.

Accordingly, a project proposal for electrification of 45 un-electrified hamlets of Morni hills with solar photovoltaic technology was got prepared and after obtaining the certificate from the HVPNL that these hamlets are not be electrified with the conventional grid electricity by 2012, this detailed project report was forwarded to the MNES, GOI for their consideration and sanctioned. The Ministry has sanctioned this project proposal under which 38 hamlets were to be electrified by providing SPV home lighting system (Model-IV) consisting of 2 light points and one fan to each household alongwith SPV street lights. The remaining 7 hamlets were to be electrified by installing SPV power plant of 5 KW capacity in each hamlet. The total project cost for electrification is Rs. 253.30 lakhs, out of which Ministry is providing Central Financial Assistance of i.e. Rs. 146.83 lakhs. From the remaining Rs. 106.43 lakhs, Rs. 40.00 lakhs have been provided by the State Govt. and Rs. 66.47 lakhs by the Shivalik Development Agency. The project for electrification of these 45 unelectrified hamlets having 305 houses with a population of 1564 has been completed.

Dhani Babbarwali (Bhoj Kudana) having 10 nos. of households has been electrified by installing 5 KW SPV Power Plant with a total cost of Rs. 23.03 lacs. All the households have been provided 3 light points of 11 watt CFL and 1 fan besides 4 nos. of SPV street lighting systems has been installed.

Dhani Khairi (Bhoj Plasara) having 10 nos. of households have been electrified by installing 5 KW SPV Power Plant with a total cost of Rs. 23.03 lacs. All the households has been provided 3 light points of 11 watt CFL and 1 fan besides 3 nos. of SPV street lighting systems has been installed.

Dhani Nagnasu (Bhoj Plasara) having 13 nos. of households has been electrified by installing 5 KW SPV Power Plant with a total cost of Rs. 23.03 lacs. All the households have been provided 3 light points of 11.

Dhani Thandaut (Bhoj Nagal) having 10 nos. of households has been electrified by installing 5 KW SPV Power Plant with a total cost of Rs. 23.03 lacs. All the households has been provided 3 light points of 11 watt CFL and 1 fan besides 5 nos. of SPV street lighting systems has been installed.

Dhani Kahlon (Bhoj Nagal) having 13 nos. of households has been electrified by installing 5 KW SPV Power Plant with a total cost of Rs. 23.03 lacs. All the households has been provided 3 light points of 11 watt CFL and 1 fan besides 7 nos. of SPV street lighting systems has been installed.

Dhani Dudhla (Bhoj Nagal) having 12 nos. of households has been electrified by installing 5 KW SPV Power Plant with a total cost of Rs. 23.03 lacs. All the households has been provided 3 light points of 11 watt CFL and 1 fan besides 6 nos. of SPV street lighting systems has been installed.

Dhani Dudhla (Bhoj Nagal) having 16 nos. of households has been electrified by installing 5 KW SPV Power Plant with a total cost of Rs. 23.03 lacs. All the households has been provided 3 light points of 11 watt CFL and 1 fan besides 8 nos. of SPV street lighting systems has been installed.

The remaining 38 hamlets i.e. Soog, Tipra Baliram, Sarari (Bhoj Tipra), Mawas (Bhoj Mataur), Dundal Upli, Bagwali, Ledh Bihla, Bhayal Upli, Lohron (Bhoj Kudana), Khadun, Banswala-I, Banswala-II, Banswala-III, Bana-I, Bana-II, Bana-III (Bhoj Ponta), Chuharpur, Budhriyo, Bolni (Bhoj Rajpura), Khopar-I, Khopar-II (Bhoj Plasara), Nichli Manjyon, Dhanir, Bhunga, Kayar, Benyala, Benyala Khil, Marouli, Chalon, Silly, Bajriwala, Singhwala (Bhoj Nagal), Banghar, Sirmada (Bhoj Dharti) , Dakar (Bhoj Kothi) , Kuddal (Bhoj Koti) , Jori, Sharda (Bhoj Nauta) has been electrified by providing SPV home lighting system consisting of two light points and one fan to each household besides street lights. Total 221 of SPV home lighting systems and 110 street lights has been installed for electrifying these hamlets with a total cost of Rs. 89.92 lakhs.

To electrify the remaining 149 hamlets of block Morni, Distt. Panchkula, Detailed Project Report has been prepared & after the approval of the State Govt., it has been submitted to Ministry of Non-conventional Energy Sources (MNES), Govt. of India for their consideration & sanction. The total cost of this project is Approx. Rs. 165.52 lacs, out of which MNES/GOI will provide grant of Rs. 80.91 lacs. To meet the remaining share, a grant of Rs. 41.00 lacs will be provided by HAREDA as State share & Rs. 43.71 lacs by Shivalik Development Agency.

HEALTH CARE : -
The health care is again one of the most important aspect taken up by the Shivalik Development Agency where a number of Primary Health Centres have been built up to cater health care needs of this area. To mention a few PHCs at Nahoni, Pathrehri and Majri in Ambala District, Morni and Kot in Panchkula district and Sadhaura in Yamunanagar district. The setting up these PHCs has gone a long way on catering to the health care needs of this area which merits special attention.

TECHNICAL EDUCATION : -
A number of ITIs have been built in Shivalik area at Bitna (Kalka) of Panchkula district and Sadhaura in Yamunanagar district besides a JBT Teachers Training Institute at Morni with hostel facilities for boys and girls. An amount of Rs.1.20 crores has already been spent on the completion of these institutes which has gone a long way in imparting bias to students with a view to tackling unemployment problem of youth of this area.

HORTICULTURE AND FISHERIES : -
Special attention has been given to horticulture and fisheries development in Shivalik area. A sum of Rs.1.50 crores has already been spent to improve and develop fish culture and horticultural development. Special mention may be made of the two herbal gardens at Adibadri and Chuharpur in Yamunanagar district dedicated in the memory of Chaudhary Devi Lal which are our show pieces.

Attention has also been given to spice cultivation, ginger & mushroom cultivation and garlic & onions cultivation. Subsidy at the rate of 50% is provided to small and marginal farmers of Shivalik area to boost vegetable and horticultural development.

SOLAR LANTERNS : -
In addition to the regular power supply to the poor inhabitants of Morni area, special attention has been given to the non-conventional energy by way of providing solar lanterns and SPV home lighting system to needy inhabitants of this backward hilly area by way of domestic lighting system.
