 Minutes of the Governing Body meeting of Shivalik Development Agency held on 27-04-12 under the Chairmanship of  Sh. R.P.Gupta, IAS, Commissioner , Ambala Division-cum-Chairman, Shivalik Development Agency, Ambala in Circuit House, Ambala Cantt.

Item No. 1:         Confirmation of the proceeding of last meeting.

                           The House confirmed the minutes of the last meeting held on 10-02-11.

 

Item No. 2:         Review of ongoing programmes.                          

                            The Chairman showed his satisfaction over the progress in respect of schemes where funds were released during 2010-11 &  2011-12.

                          

                          While reviewing the progress of Schemes, where funds were released during 2011-12, the Chairman directed the SE, Public Health Engineering Circle, Ambala Cantt., Divisional Forest Officer, Yamuna Nagar, XEN, Panchayati Raj, Panchkula, Yamuna Nagar, DDPO, Ambala, Deputy Director, ICDP, Yamuna Nagar & ASCO, Yamuna Nagar  to utilize the entire amount at the earliest so that the Hon’ble Chief Minister, Haryana be apprised accordingly in the coming meeting of Governing Body meeting of Shivalik Development Board likely to be held shortly. The House approved the schemes and funds released during 2011-12.

                           The Chairman directed the departments to send their proposals for 2012-13 through their respective Deputy Commissioners who after examination will recommend the proposals to Shivalik Development Agency, Ambala. He also desired that the recommendations of the Hon’ble MLA’s may also be considered and included in the proposals keeping in view priority of works and availability of funds. In case where the schemes have been sanctioned during 2011-12 and Ist Installment has been released, the balance amount would be released during 2012-13 for the completion of these schemes.

 

Item No. 3:         Expenditure status.

                          The House noted the expenditure status of the agency. The Chairman directed that the unspent amount should be utilized by 30-06-2012 positively.

 

Item No. 4:       Proposal for Annual Action Plan 2012-2013

                       The Chairman directed the Deputy Commissioners to send the Annual Action Plan for 2012-13 of their District to Shivalik Development Agency, Ambala.

 

Item No. 5:         Annual Plan under Scheduled Castes Sub-Plan (SCSP):

                           It was informed that Govt. has sanctioned Rs.1100.00 lacs for 2012-13. Out of this allocation, Rs. 150.00 lacs has been earmarked to be utilized under Scheduled Castes Sub-Plan. Now, the Planning Commission has replaced the word “Majority of Scheduled Castes Population” with “Having more than 40% Scheduled Castes Population”. In this regard a list of villages having more than 40% SC Population in the State as per 2001 Population Census has been drawn up from each district and Ambala has 148, Yamunanagar- 179 and Panchkula- 21 villages. Total number of households and SC households calculated on the basis of 6 persons in a family in these villages are as under:-

                            The House was requested to suggest/ propose the schemes which directly benefit the SC community so that the amount of  Rs. 150.00 lacs under this component could be utilized in a proper way.

 

Item No. 6:          Development Vision 

                          The Chairman informed the House that the earlier Development Vision 2021 of Rs. 647.54 Crores has been revised to 647.28 Crores as directed by Hon’ble Chief Minister, Haryana and on the recommendation of Kumari Selja, Hon’ble Minister of Culture and Minister of Housing & Urban Poverty Alleviation Government of India, New Delhi, the proposals related to department of B&R, Public Health Engineering & Education have been included. After discussions the House approved the project.

 

                             The meeting ended with a vote of thanks to the Chair.
