Minutes of the Review Meeting of Shivalik Development Agency held on 04-05-2017 at 11:00 A.M. under the Chairmanship of Sh. Shrikant Walgad, IAS, Principal Secretary to Govt. of Haryana, Housing Department & Commissioner Ambala Division-Cum-Chairman, Shivalik Development Agency, Ambala in his office Room No. 607, 6th Floor, Haryana New Civil Secretariat, Sector-17, Chandigarh.

At the outset, the Chairman welcomed the following officers present in the meeting:-

  1. Sh. V.S. Tanwar,IFS, CCF(P-I), Panchkula
  2. Sh. M.P. Sharma, IFS, CF(North), Panchkula
  3. Smt. Pratima Chaudhary, HCS, CEO, SDA, Ambala
  4. Sh. T.K. Sharma, SE, UHBVN, Panchkula.
  5. Sh. Naseeb Singh, XEN, UHBVN, Kurukshetra.
  6. Sh. Himanshu Pawar, SDO, UHBVN, Kurukshetra.

The following points were discussed:-

  • Submission of Utilization Certificate(UHBVN):-

CEO,SDA apprised the Chairman that UC amounting to Rs. 214.00 lacs are still lying pending with the office of Managing Director, UHBVN, Panchkula in respect of funds released to the Department on 22-03-2016 for the electrification of 211 un-electrified Dhanies in Morni Area. The SE, UHBVN, Panchkula apprised the Chairman that the process for the electrification of 14 Bhoj of Morni Hills Area are in progress and the department is going to install 305 High voltage poles and 818 low voltage poles in order to provide electricity to the residents of the Area.SE, UHBVN apprised the Chairman that the Forest Department is making objections for installation of poles being the Forest Area and that is why they have recently stopped the work. The officers from the Forest Department suggested that the UHBVN should apply for permission to the Divisional Forest Officer, Morni at Pinjore with mapping showing the detail of area where the work is to be carried out by the department. The Chairman directed to do needful in this regard immediately with a copy to CEO,SDA, Ambala and utilize  the entire funds within 6 months as the matter has already been delayed considerably. He also directed Sh. V.S. Tanwar,IFS, CCF(P-I), Panchkula to hold meeting with the officers of UHBVN to expedite and sort out the issue and also send the status report to CEO,SDA, Ambala.

  • Submission of Utilization Certificates(Forest Department):-

CEO,SDA apprised the Chairman that unspent amount of Rs. 67.33 lacs of 2015-16 is pending with the Forest Department and utilization certificate of Rs. 16.00 lacs which were released for the development schemes in the District Ambala is to be sent by the department. Chairman directed to refund the amount of Rs. 67.33 lacs & status of utilization of Rs. 16.00 lacs may also be intimated. CCF(P-I), Panchkula apprised the Chairman that Rs. 67.33 lacs would be refunded. Similarly Utilization Certificate of Rs. 849.29 lacs(808.84 lacs+40.45 lacs) of 2016-17 are pending with the department. Sh.V.S. Tanwar,IFS, CCF(P-I), Panchkula apprised the Chairman that he will sort out all the issues by Monday dated 08-05-2017 and refund the unspent amount (where applicable) to the Shivalik Development Agency, Ambala.

            The Chairman also gathered the latest status of two roads constructed by XEN, PWD B&R, Panchkula telephonically from the XEN B&R i.e. Construction of Rasta/Road to Samlotha Devi Mandir in Morni Area of Distt. Panchkula amounting to Rs. 87.84 lacs and Construction of Rasta from Samlotha to Jia in Morni Area (Panchkula)(CM Announcement) amounting to Rs.360.17 lacs. The XEN PWD B&R, Panchkula assured the Chairman that the rasta/road from Samlotha Devi Mandir in Morni Area would be completed by October,2017 and Rasta from Samlotha to Jia in Morni Area would be completed by April,2018 in all respects. The Chairman directed Sh. V.S. Tanwar,IFS,CCF(P-I), Panchkula to hold meeting with XEN, PWD B&R to know the latest status of the rasta/roads and he also directed XEN PWD B&R, Panchkula to send the photographs showing works are in progress and progress report to SDA and Forest Department from time to time.

The meeting ended with a vote of thanks to the chair.
